Hank served as the former Chief Healthcare Fiscal Analyst for the Bureau of Long-Term Care Reimbursement, and was an integral part of the NYS Department of Health. For thirty years, he was always ready and available by phone to answer any questions with his trademark courtesy and joviality. Serving as the “Voice of Reason” between the Long-Term Healthcare Industry and the State, he went out of his way to be of assistance, smoothing out complications when necessary.

In the past, he has calculated Medicaid rates for Nursing facilities. He has also assisted the NYS Attorney General in researching data for Medicaid Fraud investigations, assisted in developing cost containment initiatives for the State Medicaid Program, and participated in the review of the upper payment limit (UPL) – an integral part of the federal approval process for federal financial participation relating to Medicaid.
